New residents must obtain a North Carolina driver’s license within thirty (30) days after establishing residency. Newcomers must pass a written exam and an eye exam. An on-the-road test is at the discretion of the examiner. Applicants must bring their out-of-state driver’s license, proof of insurance and proof of address to the testing station. Residents moving from within the state must report their change of address within sixty (60) days. The fee for a four-year license is $10.00. License plates are $20.00 for a passenger vehicle and must be inspected for safety 10 days after obtaining a North Carolina license plate. This inspection must be renewed annually. To get a title and tag, newcomers must bring their previous out-of-state title, the vehicle mileage, and proof of insurance from a company authorized to do business in North Carolina.
